Make Public-Record PDFs Accessible Without Losing the Audit Trail
Fullbleed turns image-only public records into structured, reviewable, accessible alternative PDFs. It gives teams a deterministic HTML/CSS-to-PDF workflow with PDF inspection, rendered page previews, metadata controls, embedded assets, and reproducible output.
Problem Statement
Many public-record PDFs are scans. They look readable, but they fail users who rely on screen readers, search, selectable text, document navigation, or text reflow. A scan-only PDF can contain important legal or civic information while exposing no usable text to assistive technology.
The DOJ Title II rule gives public entities a concrete technical target: WCAG 2.1 Level AA for covered web and mobile content. As of the April 2026 interim final rule, the DOJ lists compliance dates of April 26, 2027 for public entities serving 50,000 or more people, and April 26, 2028 for smaller entities and special district governments.

What Fullbleed Does
Renders semantic HTML/CSS to PDF.
Supports tagged and accessibility-oriented PDF profiles.
Embeds fonts and records asset usage.
Emits PNG pages for visual review.
Emits manifests, reproducibility records, and deterministic hashes.
Provides inspection output that can be used as an acceptance gate.
Why Agents Work Better With Fullbleed
AI agents need short feedback loops. Fullbleed lets an agent generate HTML, render a PDF, inspect the result, view page images, fix layout or structure problems, and rerun the same command. That makes accessibility remediation testable instead of subjective.
Compliance Positioning
Fullbleed helps teams produce accessible alternatives and evidence. It does not replace legal review, human transcription review, or the issuing authority's certified copy process. For public records, the safest pattern is to preserve the official scan and publish the accessible alternative alongside it with a clear label.
